Ch= airman Liles called the meeting to order at 5:01 p.m. and began the meeting with t= he Pledge of Allegiance.

He welcomed everyone and especially the two newly elected commissioners, Wayne Edsall and Steve Lohan.

I. Adminis= trative

A. Minutes

1. Chairman Liles asked for a motion = to approve the regular = ; &n= bsp; = ; board minutes of the October 13, 2008 meeting.&n= bsp; Motion made = &nb= sp; by Commissioner Conforti; seconded by Commissioner = &nb= sp; = Buttino. Motion carried.

= M= otion made by Commissioner Buttino to approve the October = a= nd current expenditures; acknowledgement of October 2008 = &nb= sp; financial report; and acknowledgement of wire transfers and = &nb= sp; transfers between accounts. Motion made= by Commissioner = &nb= sp; Buttino; second by Commissioner Conforti. Motion carried.

ll. Chiefs’ Reports

&nbs= p; Chief Kinsey

&nbs= p; During the month of October, = the Public Education Division visited the pre-&= nbsp; schools and elementary schools in the District.

&= nbsp; Grades pre-K through fifth have different curriculums ranging from a puppet show to a fire safety Jeopardy game.

&= nbsp; The different lesson plans for each grade teach the students about fire safety topics, encourages confidence in fire prevention, and helps the students to build on their fire sa= fety education from the previous year.

&= nbsp; In addition, kindergarten students receive a smoke detector through the SAFE Home Project which is fu= nded by community donations and has = provided more than 5,000 alarms to students over the past 13 years.

&= nbsp; In October, 113 preschool and elementary classes were taught, totaling 2,567 students in four elementary schools and four preschools.

&= nbsp; We also attended five safety fairs at Home Depot, K-mart, Hope Hospice, Hope Lutheran, and Riverfest in addition = to our own open house.

&= nbsp; We participated in Bonita Springs Elementary’s Walk to School Day, their= &= nbsp; Fall Festival and judging the School District= ’s Fire Safety Video Contest.

&= nbsp; During the month of October, the Public Education Division held two CPR &= nbsp; classes and taught sixteen students CPR.

&= nbsp; In addition, five more classes have been scheduled for the month of = November with more than 50 interested individuals and two communities inquiring regarding safety classes.=

&= nbsp; Chief Kinsey also noted that Deputy Chief Shane Sibert’s father had passed away and gave the location of the funeral.

&= nbsp; There was a request from a Commissioner Elect that this board not take action on any items resulting= in long-term effects on the District, &n= bsp; referencing specifically the new business items on this agenda.

&= nbsp; As these items are not time sensitive, the request is made to show good faith on behalf of the curren= tly seated board members, the outgoing &n= bsp; officials and the Commissioners Elect.

&= nbsp; Chief Kinsey stated that this request reflects his wish to have the opportunity to discuss these = items collectively with the new board during &nbs= p; future meetings.

&= nbsp; Assis= tant Chief Craft

&nbs= p; During the month of September= , our call load increased by 2% or 381 &nbs= p; responses from September to October. In October, we had a 23% &nb= sp; increase in fire related calls; a 9% increase in EMS related calls; a 10% &nbs= p; decrease in hazmat related calls; a 18% decrease in service calls; a 6% &= nbsp; decrease in good intent; and our fire alarm activation calls decreased by 13%.

&= nbsp; With regard to our response times, we were able to maintain a response within 8 minutes on 94.8% of = the medical calls. Where a first = due engine arrives, we arrived within 6 minutes or 75.7% of the time with the balance of the alarm within 90%.

&= nbsp; Individual unit responses increased by 3.5% in October to 485 and command staff responses were 63.

&= nbsp; From the Training Division, 199 different classes were offered during the month of October. This resulted in over 2,000 person= nel hours logged in &nb= sp; training.

&= nbsp; The Department released one Special Operations and one EMS Protocol during the month of October.

&= nbsp; Also during the month of October, Chief Ryan, Firefighter Sheffield and I attended a pre-construction conference in= Ohio regarding t= he replacement of the ladder truck.

&= nbsp; During the month, we have acquired a number of structures that training has used and will be using over the month= s for training suppression.

&= nbsp; From the Special Operations Division, they continue to move forward with &= nbsp; their training of the Special Operations individuals in confined space &= nbsp; operations.

&= nbsp; The two line items from the EMS Division are the submittal of = EMT/Paramedic re-certification that the District must do every two years with the State, and an application = has been completed and submitted for &nbs= p; the District to renew our non-transport license.

&nbs= p; Chief= Ryan

&nbs= p; Some of the training that was= done through the Training Division was fire.&nb= sp; = Eighty percent of the suppression personnel have gone through a May- &= nbsp; Day drill which will help with the RIT training in December.<= /p>

&= nbsp; Our Training Division also assisted the San Carlos Park Fire Department with Emergency Vehicle Operations training. Fifteen drivers par= ticipated here at Station 4, and they used their apparatus.

&= nbsp; We are continuing to train five new drivers.

&= nbsp; Both the pre-build meetings are done for the new apparatus. We look forward to the delivery of the engine in January.&= nbsp; Currently, the trucks are &nbs= p; in production.

&= nbsp; Pump testing has been completed for the year.&n= bsp; We found several small = problems that have been corrected. Chi= ef Ryan stated that overall, the &= nbsp; fleet is in excellent condition.

&= nbsp; Ten preplans were completed in October bringing it up to a total of 80 in each apparatus.

&= nbsp; Explorers Post #5513 are beginning to do some of their own fund raising and they have permission to work at Germa= ine Arena in the concession &= nbsp; stands during events. They have to alternate between Ft. Myers, Estero and Bonita. There are 14 members – 12 boys and 2 girls.

&= nbsp; The Explorers are hoping to plan a winter trip to Winter Fest in Gatlinburg, &= nbsp; TN.&n= bsp; The bulk of the money will be raised by fund raising events.

&= nbsp; Fire Marshal Fernandez stated that hydrant fire flows are checked yearly and the equipment to do it has been ordered.

&= nbsp; Union President Greg DeWitt

&nbs= p; Union President Greg DeWitt t= hanked Commissioners Buttino and = ; Paterson for their tenure on the board and said they will be sorely missed.

&= nbsp; He welcomed the two newly elected commissioners, Wayne Edsall and Steve Lohan. Greg stated the union will be meet= ing with the two new &n= bsp; commissioners to bring them up to speed on contract negotiations.

lll. OLD BUSINESS – None<= /p>

Chairman Liles asked Chief Ki= nsey if there is anything new on Station 5.&nbs= p; = Fire Marshal Fernandez stated they have reviewed the plans and they are &= nbsp; now with the City for review.

Public Input

&= nbsp; Ron Pure of Bonita Springs stated that he would like = to reinforce the = ; Chiefs’ decision to postpone any financial matters until the two new board = members are seated.

&= nbsp; Mr. Pure spoke on the reappointment of Bob Paterson as Trustee for the Chapter 175 Pension Plan and the Ge= neral Plan.

&= nbsp; The budget plan is “under fire” and “we need to look at fresh faces,” said Mr. Pure.<= span style=3D'mso-spacerun:yes'> He stated “there is a lot of talent in the city that could bring a lot = of experience to the plan.”

&= nbsp; Alex Grantt asked for risk adjusted numbers performed on firefighter = pensions here.

&= nbsp; In response to Ron Pure’s comments, Union President DeWitt stated that <= span style=3D'mso-tab-count:1'> &= nbsp; the sole purpose of the Pension Board is to enhance the plan. They are not there to inv= est the money as they have money managers to do that. &n= bsp; Their sole job is to make sure the money managers follow the State &= nbsp; Statutes of which the 175 Plan is governed under.

lV. New Business

Reappointment of Bob Paterson= as Trustee for the Chapter 175 Pension Plan and General Plan.

&= nbsp; Chairman Liles requested the reappointment be postponed until the = January meeting when the full complement of the Board will be present to vote on it. Chairman Liles made a motion to postpone the &= nbsp; reappointment; second by Commissioner Conforti. Motion carried.

V. Public Input

&= nbsp; Commissioner elect Edsall thanked the Board for postponing the trustee appointment.

&= nbsp; Chief Kinsey presented outgoing Commissioner Buttino with a plaque for &= nbsp; his years of dedicated public service to the community and wished him well in the future. Commissioner Paterson was not able= to attend the meeting but will receive= the same token of appreciation from the Board.
